Medical Records Administrator (HIMS Chief)

The incumbent at this level is instrumental in the success of the health information management program. This includes establishing goals, planning for the future on a short and long range basis, organizing work to obtain planned objectives, routinely and systematically evaluating HIM activities, recommending and implementing changes as needed, providing leadership, establishing methods of improvement of services or adding new services for more efficient operations of the program or medical center, maintaining an effective internal performance improvement program. Incumbent develops policies and procedures to comply with new and/or changed programs such as compliance, reasonable charges, eMRA, My HealtheVet, VERA, scanning and others. To this end, priority is given to timely, valid and reliable data sets, documentation, coding for reimbursement, adherence to health information guiding principles, internal and external monitoring and ongoing training for employees. Incumbent is responsible for determining staffing patterns for the section and reassigning personnel to meet changing conditions. Advises medical staff, management, and others regarding The Joint Commission, Veterans Integrated Service Network (VISN), VA, and medical/legal requirements for health records. Identifies unusual trends and potential problems, brings them to management's attention with plans and recommendations for improved services. The incumbent functions as the medical center coordinator for all Diagnostic Related Group (DRG), Computerized Patient Record System (CPRS), The Joint Commission, scanning and ambulatory data capture related to both the paper medical record and the computerized medical record, and as the health information expert to medical center professional staff committees. Incumbent has final responsibility for evaluating, analyzing, and coding of patient records. Incumbent serves as technical advisor to all staff members regarding the requirements proposed documents to be included in the patient records. Has responsibility for the quality of patient records and the appropriate processing thereof, continually studies record quality and looks for cause and effect relationships, and solutions to problems. Makes final decisions on the adequacy of the medical record, its coding and nomenclature and input of data abstracted from the patient records into patient treatment file, outpatient treatment file, and national patient care data base. Establishes monitors to evaluate the accuracy of International Classification of Diseases (ICD) coding for Patient Treatment File (PTF) and Medical Care Collections Fund (MCCF) resulting in DRG productivity statistics and Current Procedural Terminology (CPT) coding of outpatient procedures. Monitors and coordinates health information systems such as PTF, CPT codes, and DRG's for the medical center. These reports and data systems have a direct relationship to the budget allocation received each year by the medical center. The incumbent assures implementation of equal employment opportunity, merit promotion plans, performance appraisals, and counseling services to achieve equitable treatment of employees. Reviews serious disciplinary cases (i.e. those proposing suspension and/or removal) and recommends approval or change to the Chief, HAS. Makes formal requests for promotion, reassignment, status changes, awards, and selections. Prepares performance evaluations for section personnel. Responsible for assisting the professional staff with research studies utilizing medical records. This would include providing guidance in procedures to obtain data and selection of methodology to be used for abstracting data. Incumbent determines the training needs of the section. Oversees the training program for all personnel in HIMS. Participates in the orientation of professionals and other personnel outside of the business office in documentation policies and procedures. Develops training programs, and materials for specific programs and conducts continuing training responsibilities. Incumbent conducts orientation/training for students assigned to accomplish practicums/internships at this medical center. Incumbent is directly responsible to the Chief, HAS who gives general objectives. Incumbent exercises independent judgment in carrying out duties and responsibilities and has complete authority to plan, design and direct the HIM program; recommendations and/or technical decisions made by employee are not reviewed. Employee operates within context of overall agency policy and agency goals. Supervision is performed in relation to outcome and accomplishment to policy requirements. Work Schedule:

Must be proficient in spoken and written English. All applicants must meet the basic qualifications requirements for the occupation. Applicants may qualify by meeting any one of the following:
(1) Three years of experience in the field of medical records that included the preparation, maintenance, and management of health records and health information systems, or medical records systems. At least 1 year of this experience must be comparable to a GS-4 level position. An associate's degree in the health information field plus 1 year of experience that included the preparation, maintenance, and management of medical records and health information systems. NOTE:
Successfully completed training for health information technicians in a school accredited by the American Health Information Management Association (AHIMA) at the time the program was completed may be substituted for 1 year of experience. No credit may be given for partial completion of such training. OR, (2) Education equivalent to a baccalaureate degree from an accredited university or college. Successful completion of a bachelors degree or higher from an accredited college or university recognized by the U.S. Department of Education, with a major field of study in health information management, or a related degree with a minimum of 24 semester hours in health information management or health information technology. OR, (3) Experience/Education Combination. Equivalent combinations of experience and education may be used to meet basic requirements. Experience/Education Combination -Equivalent combinations of creditable experience and education that equals 100 percent may be used to meet basic requirements. For example, two years above high school from an accredited college or university, with 12 semester hours in health information technology/health information management, plus one year and six months of creditable experience that included the preparation, maintenance, and management of health records and health information systems meets an equivalent combination. Ability to identify, define, and resolve managerial, administrative, and computerized medical record problems associated with unique, underdeveloped, and controversial aspects of medical record management. Skill in developing new policies and procedures for administering electronic medical record programs in order to improve program effectiveness and/or apply newly developed programs or theories to problems that require new approaches. Ability to understand computerized patient record data systems that are meaningful to the medical center as a whole. Ability to teach new and continuing users in electronic health record and health data systems as appropriate to the current assignment. If supervisory, ability to manage assigned resources. If the position is supervisory in nature, the ability to provide the full range of supervisory duties which would include assignment of work; completing performance evaluations; selection of staff; and recommendation of awards, advancements, and, when appropriate, disciplinary actions. Physical Requirements:
No special physical exertion is required. The work is primarily performed while sitting though some work may require periods of standing. the regular and recurring work of the position involves sitting at a desk, conferences, meetings etc., and occasional visits to activity work sites. Occasional use of automobile and public conveyances may be required. Occasional travel may be required.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
