This position serves as a Supervisory Inventory Management Specialist, GS-2010-11, for expendable (EX) assets/materials for the Logistics Service within the VA Health Care System supervising multiple supply series of consumable medical supply/inventory used in the healthcare system as well as the micro-purchase program and recognized as the Commodity Management Division's subject matter expert serving as an advisor and consultant to the Chief Supply Chain Officer (CSCO) and Assistant CSCO on inventory management matters for sound commodity management concepts, practices, and control of all consumable inventory. Major duties and responsibilities for the position include but not limited to:
Supply Management:
Responsible for the inventory management, control and distribution of expendable inventory; ensures maximum effectiveness in the management of inventories; has oversight and accountability of the management plan for the commodity program; conducts effectiveness/efficiency reviews; oversees the computation of requirements for supplies; serves as the approving official for approving reconciled purchase card transactions; oversees the care and handling of specialized items; prepares/reviews submissions to obtain approval or funding; and acts as the central point of contact for the coordination of commodity support and the resolution of logistics problems; Returns, Recalls and Reutilization:
Manages federal and agency programs for the return and reutilization of medical supplies; approves emergent procurement decisions; participates in root cause analysis process; and serves as the utilization and disposal official for excess consumables; Supervision:
Supervises employees from separate but interrelated units; makes recommendations for promotions, reassignments and awards; develops position descriptions and performance standards; conducts semi-annual and annual performance reviews; assists subordinate staff with performance issues; schedules and grants leave; monitors overtime usage; resolves informal complaints and grievances; develops the ability of subordinate staff; develops individual development plans for professional growth and development; coordinates and integrates various technical units to ensure compliance; conducts on the job training and in service training; and assesses training and educational needs and implements training programs; Performs other duties as assigned. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
inventory management, control and distribution of expendable inventory; Commodity Management subject matter expert and advisor and consultant to management on inventory management matters; plans, directs and manages the activities of the Commodity Management Section, to include inventory management, supply management, receiving, purchasing, distribution, control of facility, pandemic, environmental supplies, office supplies, non-OIT consignment and prosthetics consumables, equipment instrumentation and applicable services; establishes procedures and oversees and reviews physical inventories and supply reconciliation; establishes reporting techniques to foresee any potential problems in Supply control; resolves any problem areas identified by the use of data and interpretation of such factors as value of items, volume purchase advantages, market conditions, storage facilities, holding characteristics, administrative costs, seasonal variations, cost of transportation, susceptibility of change and fluctuations, source of supply, and method of procurement; analyzes, studies, develops, and directs systems in connection with the EX requirements in the facilities' annual budget development and strategic planning; Implements best practices, principles, tools and concepts to evaluate and improve supply system performance; oversees the computation of requirements for supplies and DME; monitors and manages multiple inventory fund control points, providing status of consumable funds; serves as the Approving Official for approving reconciled purchase card transactions; develops and supports the creation of acquisition strategies to acquire and purchase DME, displaying familiarity with contracting laws and regulations with industry practices; directs wall-to-wall and periodic inventories; manages programs for the return and reutilization of medical supplies; and exercising supervisory responsibilities to include planning, assigning and evaluating work and resolving complaints. Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 3 full years of progressively higher-level graduate education leading to such a degree or a LL.M. This education must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Physical Requirements:
The work is primarily sedentary and is usually accomplished while seated at a desk or table, typically in an adequately lighted and climate controlled office. Some standing, walking, bending and lifting (up to 40 lbs.) is required. Physical exertions including stretching, reaching and pulling or pushing cares occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
