Administrative Officer

The Administrative Officer (AO) provides technical and administrative support to the chief of the ACSL, to which this position is assigned. The AO is responsible for daily duties including knowledge of computer system, collecting data, generating reports, and presenting tables, graphs, etc. on service line goals and objective attainment, and progress made towards performance improvement initiatives. The AO assists the ACSL Chief in preparing schedules, handling daily customer inquiries and complaints, drafting correspondence, making rounds in clinical areas, oversight of office personnel, troubleshooting staffing fluctuations, and recommending personnel shifts in order to maintain acceptable work flow and timely patients care delivery in the inpatient and outpatient setting of the ACSL Accepts and supports the mission, vision, and values of this medical center. Performs assigns duties in a manner that promotes quality health care, outstanding customer service, and the maintenance of an environment committed to serving the Veteran. The incumbent actively supports the team concept and functions as a team player. Contributes to team initiatives and continuously strives to improve the effectiveness of the teams to which assigned. Provides administrative support for the ACSL. This includes the preparation of data and reports for the SLC. This may include interpreting administrative policies, developing, or implementing local policies, defining administrative requirements, and/or providing advice to service line management on requirements and related issues. Performs administrative management requirements for a large service line with numerous functions. Applies new policies, maintains administrative systems, and prepares administrative paperwork. Assists ACSL chief in disseminating information and general improvement of communication throughout all organizational elements within the service line, and between other services and service lines throughout the entire Medical Center. Serves as a responsible official for the service line for patient clinic management including but not limited to computerized clinic set up, monitoring of encounter form completion, monitor consult management process at a service level through periodic reviews. Administers internal review, quality, and productivity initiatives relevant to the assurance service and organization. Incumbent develops short and long range goals and coordinates the quality plan for the service to meet or exceed applicable performance measures. Reports may include fiscal accountability, staffing reports, reports to accrediting bodies, and include data collection, summary, review, analysis, and preparation of final reports in tabular and/or graphic format Assures that service line credentialing and privileging folders for professional personnel within the service line are current and complete. Provider specific quality assurance data will be compiled into a formal report on a monthly and quarterly basis, and submitted to the service line medical director, service line chief, and Chief of Staff. Facilitates/coordinates the administration of reporting and evaluation requirements associated with applicable aspects of the external review and accreditation process. Incumbent fully participates in performing short and long range resource planning and management and follows established procedures to meet applicable accreditation standards. Incumbent is responsible for initial development, monitoring, and reporting on internal controls taken to eliminate or reduce the possibility of inefficiency and ineffectiveness in administrative operations. This involves following up on weaknesses identified in current vulnerability assessments and implementing process changes identified to facilitate continuous survey readiness. The incumbent recommends organizational changes and realignments to workforce to maximize productivity. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of a Administrative Officer. This can include but are not limited to the development and implementation of plans and policies, develop and executes strategic business plans, annual budgets and other resource, allocations. Utilize automated systems and software to analyze data and develop reports. Provide overall administrative support to a service or department. Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree OR, 2 full years of progressively higher graduate education leading to such a degree OR, LL.B or J.D. if related. Combination:
Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond a Bachelor's degree. You will be rated on the following Competencies for this position:
Ability to follow routine administrative procedures in a healthcare environment. Ability to organize and plan the work of an office using adequate control procedures and prioritize work. Ability to compose and review written material for compliance with rules or correspondence and grammar. Ability to communicate information to others, both orally and in writing. Skill in using automated office equipment and a variety of software. Knowledge of VA references and policies, performance measures and their related data management tools. Knowledge of data gathering and data analysis techniques. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements:
The work is sedentary. Majority of the tour of duty, the position requires the incumbent to sit comfortable in order to provide administrative support and complete duties as assigned. However, there may be times of walking, standing, bending, and carrying of light items such as papers or books. No special physical demands are required to perform the work.
